Engineering
With the addition of civil
engineering services in July, 2000, Hagedorn, Inc. has
expanded its capability to meet the needs of our clients. The
members of our engineering staff have accumulated a vast
working knowledge in many areas of both development and
municipal engineering, having performed work in a wide array
of engineering services. Though each situation has its own
unique characteristics, the knowledge gained from past
experiences can often be applied to deal with a task more
effectively.
Our Engineers are well versed in the area of preparing
improvement plans and specifications for many types of
projects. We have assembled these documents for many varying
types of work including complete subdivisions, and the
individual components such as streets, water and sewer
transmission lines and pump stations, and pedestrian
facilities. The format for these contract documents has varied
greatly to accommodate the individual client be it for work
inside or outside the city limits, for a particular agency or
district, or private developer. Municipal Engineering
Company
municipal engineering experience has been greatly enhanced by
two of our Registered Engineers that have previously been
employed by cities in western Washington. Both have extensive
experience in the internal workings of City government and the
practical application of regulation and code enforcement. We
have very strong experience in plan review of both residential
and commercial developments and have applied our abilities
making decisions on an administrative level.
We have
had the opportunity to demonstrate our expertise in many
aspects of municipal engineering:

Site plan review of proposed
residential and commercial developments.

Design and maintenance of
streets, including the use of pavement management
software.

Design of sidewalks and trail
systems.

Surface drainage systems,
including collection networks, water quality treatment
systems, detention ponds and infiltration facilities.

Water supply wells, pumping
facilities, treatment systems, storage tanks and
distribution networks.

Wastewater collection and
treatment systems.

Grant and low-interest loan
applications.
Our firm contains individuals that have had success in the
preparation of grant and loan proposals. There are numerous
grant and loan programs for which the City could qualify. The
State Transportation Improvement Board has various pools of
funds available for transportation related projects through
their TIA, UATA and PFP programs. The Department of Ecology,
Department of Health Services and the Public Works Trust Fund
also have various programs offering grants and low-interest
loans that can be utilized for infrastructure improvements.
Though all of these projects are competed for regionally by
different agencies, small cities having populations under
5,000 residents are reviewed separately, greatly improving
their chances.
Providing ideal project scoping can enhance the feasibility
and overall affordability of a project. Making an effort to
utilize the available resources to their full extent results
in a successful endeavor. Where an agency controls multiple
utilities within the project area, it is often advantageous to
combine the work as practical to gain the benefit of funding
from more than one source. By doing so, provisions can be made
for future work on the related utility, and both utilities
avoid duplication of costs and effort in the result that
recent work must be removed to accommodate the future
work.
Our personnel also have experience managing Federally
funded projects for certified agencies. Management of Federal,
State and local projects has been performed on each level by
both our Engineering and Surveying staffs. Project types
include numerous elements of public water systems, pedestrian
facilities, urban and rural roads, and bridgework.
Construction
Engineering
We also offer a full array
of construction Engineering services. This includes
pre-construction activities such as proper advertisement,
soliciting public bids and reviewing them for responsiveness,
project award, and pre-construction meetings. Our knowledge
encompasses the management and inspection of projects on many
levels, including Federal, State and City. This experience
includes projects that have used the stringent requirements of
the Local Agency Guidelines for Certified Agencies, as well as
less formal processes. Thus, we have experience with payroll
verifications, prevailing wage rate interviews, and assuring
DBE compliance.
Construction inspection is an
important part of every project. Considering all the effort
put forth into planning, funding and engineering a project,
provisions must be made to ensure its proper completion. Field
inspection of any project must provide verification that the
project is being completed in conformance with the contract
documents. The inspector must also be aware of the project
budget at all times, which will help in making practical
decisions in the field that will not impair the project's
functionality or unnecessarily increase the construction
budget. This must be done without spending excessive time on
the site when not needed, thereby minimizing the overall
construction budget. |
